FG to launch enhanced National ID with payment and social features

The National Identity Management Commission (NIMC) has unveiled plans for a groundbreaking collaboration with the Central Bank of Nigeria (CBN) and the Nigeria Inter-bank Settlement System (NIBSS) to introduce an innovative national ID card. This new card, powered by AfriGO, a domestic card scheme, represents a significant milestone in Nigeria’s identity management landscape.

Kayode Adegoke, the Head of Corporate Communications at NIMC, announced the development in a statement released on Friday. The card, equipped with advanced verification features, is underpinned by the NIMC Act No. 23 of 2007, which mandates the commission to enroll and issue a General Multipurpose Card (GMPC) to both Nigerians and legal residents.

NIMC emphasized that this innovation aims to fulfill various needs, including providing a means for physical identification, enabling cardholders to validate their identity, and granting access to government and private social services. Furthermore, the card is designed to promote financial inclusion, empowering disenfranchised individuals and fostering increased participation in national development initiatives.

It was clarified that only registered citizens and legal residents possessing the National Identification Number (NIN) will qualify to obtain the card. The new card will adhere to International Civil Aviation Organization (ICAO) standards and will serve as the country’s primary national identity card. Additionally, cardholders can utilize it as a debit or prepaid card by linking it to their preferred bank accounts.

The statement stressed NIMC’s commitment to safeguarding cardholders’ personal data, ensuring compliance with international data security standards. Notable features of the card include a Machine-readable Zone (MRZ) compliant with ICAO for e-passport information, Identity Card Issue Date, and document number. Moreover, it will incorporate travel, health insurance information, microloans, agriculture, food stamps, transport, and energy subsidies.

The card will also feature Nigeria’s Quick Response (NQR) code containing the national identification number and biometric authentication, such as fingerprints and pictures, for identity verification. It will possess offline capabilities, enabling transactions in areas with limited network coverage or no infrastructure connectivity.

NIMC emphasized that citizens and legal residents can request the card online, at commercial banks, various participating agencies or agents, or any of its nationwide offices. This initiative marks a significant step towards enhancing identity management, financial inclusion, and access to social services in Nigeria.
